Default setting of myBrowser is to show new windows created by the Browsers as Tabs.
Irrespective of the way Tabs are created (by the Main Browsers, by the Tab Browsers or manually) maximum Tabs that can be created in the main window is 24. If a new Tab need to be created while this Tab limit is exhausted some open Tab must be closed.
Tab Browsers are completely independent Browsers. You can Browse in a Tab Browser without leaving any of the pages of any other Tab or Main Browser.

If your setting is to show new windows in a new Browser then program will create new Browser if new window is to be created.
Irrespective of the way of creation of new Browsers (automatic or manual) all new Browsers are Tabed Browsers with a Tab limit of 24 and all Tab Browsers in new Browsers are independent Browsers.
